In addition to these statutory hazards, most NHD reports also include supplemental information concerning other environmental and local hazards—such as radon gas potential, airport influence areas, tsunami inundation zones, military ordnance sites, and Mello-Roos or special assessment districts—depending on the reporting provider.

The purpose of the Natural Hazard Disclosure is to ensure that buyers are fully informed of significant geologic, seismic, flood, and fire risks associated with the property prior to completing a transfer of ownership. Natural Hazard Disclosure Report – Legal Description

A Natural Hazard Disclosure (NHD) Report is a statutory disclosure document required under California Civil Code Sections 1103–1103.15, intended to inform prospective real property buyers of known natural hazard risks that may affect the property being transferred.

The report identifies whether the subject property lies within one or more state or locally mapped hazard zones designated by official agencies. Specifically, an NHD report discloses if the property is located in any of the following areas:

  1. Special Flood Hazard Area designated by the Federal Emergency Management Agency (FEMA);

  2. Area of Potential Flooding due to dam failure, as identified by the California Office of Emergency Services;

  3. Very High Fire Hazard Severity Zone, as designated by the California Department of Forestry and Fire Protection (CAL FIRE);

  4. Wildland Area That May Contain Substantial Forest Fire Risks and Hazards, also designated by CAL FIRE;

  5. Earthquake Fault Zone, as delineated under the Alquist-Priolo Earthquake Fault Zoning Act; and

  6. Seismic Hazard Zone (landslide or liquefaction risk), as mapped under the Seismic Hazards Mapping Act.
